The Centre shall engage the services of In-House Consultants and Interns based on the following criteria:
The Consultants shall be experts in various fields of study relevant to the needs of the Centre and the Service. The Consultants contract will be guided by the conditions of service as stated in their letters of engagement and the executed contract document.
CISA WORKING DOCUMENT
The Interns shall be staff of the Service talent spotted to provide technical support to the In-House Consultants who will be engaged in sourcing relevant materials and data for the Consultants. They will also serve as trainees undergoing mentorship, aimed at acquiring work/analytical experiences for sustenance of the Centre and the Service. The Interns are expected to serve a maximum of three (3) years in the Centre.
Support Staff
The Centre shall engage the services of Caterers, Drivers, Security Guards and Cleaners, who will provide non-technical support to the officials at the Centre.
Staff Regulations
The Centre will, subject to the provisions of extant rules and regulations of the Service, make staff regulations relating to the day to day activities of the Centre.
Remuneration
Honorariums, fees and allowances befitting the status of the Consultants and Interns shall be worked out, bearing in mind that the Consultants are highly resourceful persons. An attractive remuneration that is equivalent to a serving Director in the Service can be considered to enhance retention.

Funds of the Centre
The Centre shall maintain a fund from which shall be defrayed all expenditure reasonable incurred
by the Centre. The funds are expected from:
i. The DGSS
Staff Regulations
- Relevant collaborative organizations
- All sums charged for services rendered by the Centre
- All other sums that may accrue to the Centre from any other sources, including gifts, grants,
etc.
Power to Accept Gift
The Centre may accept gifts of land, money or other property (whether within or outside Nigeria) upon such terms and conditions, if any, as may be specified by the person or organization making the gift provided that the terms and conditions are not contrary to the objectives and functions of the Service, the Centre or inimical to national interest.

Power to Invest
The Centre may, subject to the approval of the DGSS invest any fund of the Centre as may be appropriate in the enhancement of staff and the Centre’s development.
Power to Keep Proper Account
The Centre shall keep proper accounts in conformity with acceptable financial regulations and standards and shall submit its accounts for annual auditing by the Service Auditors. The Centre shall not later than 30th March of each year submit to the DGSS a report of its activities during the preceding year and shall include in such report the audited account of the Centre

Seal/Instrument of Authority of the Centre
The fixing of the seal of the Centre shall be authenticated by the Executive Director (ED) or such other person authorized generally or specifically by the ED to act in that regard.
